(b) Any four, explained: cost of transport (cement is heavy and low in value per tonne); bulk/weight of the goods; distance to customers; availability of the mode (rail, road, water); speed and urgency; safety (protection from rain/damp); reliability; flexibility (door-to-door delivery to sites).
