(b) Any three: to stop abuse of power by the delegated bodies; to prevent the executive usurping the legislature's power; to protect citizens' rights from oppressive rules; to make officials accountable; to keep the rules within the parent law (avoid ultra vires); to prevent conflicting or duplicated rules.
