Theory question 103
LegislatureSection A (answer any two questions from this section)
Explain the various stages of passing bill into law.
Show the model answer
First reading: the bill is introduced; its title is read and copies circulated; no debate.
Second reading: the sponsor explains its aims; the general principles are debated and a vote taken.
Committee stage: a standing committee or the committee of the whole House examines it clause by clause and amends it.
Report stage: the committee reports the bill with amendments to the House, which considers them.
Third reading: final review of the bill; only minor (verbal) changes; final vote.
The bill goes through the same stages in the other chamber (bicameral legislature); differences are settled by a conference committee.
Assent: the head of state signs it into law (in Nigeria the President may veto; the legislature can override by two-thirds).
Explain each stage in order.
