(b) Any four: following laid-down rules and procedures (financial regulations, due process); proper record keeping and audits; internal control and reporting through a hierarchy; procurement rules and budget monitoring; code of conduct and discipline of erring officers; transparency through e-governance (IPPIS, TSA); answering to legislative committees and the Auditor-General.
