(a) As an art (process) of governing, government means the activities by which those in authority make, carry out and interpret laws and policies to manage the affairs of the state.
(b) Any four or five: maintains law and order; protects lives and property; defends the state from external attack; makes laws and settles disputes through the courts; provides social services (schools, hospitals, roads, water); promotes economic development; protects citizens' rights; conducts relations with other states.
