(a) Bureaucracy is a system of administration by appointed, salaried officials organised in a hierarchy, working by fixed rules and procedures (Max Weber); in government it refers to the civil service.
(b) Any five: implements government policies and programmes; advises ministers on policy; drafts bills and prepares the budget; provides continuity when governments change; keeps government records; collects revenue; makes rules and regulations (delegated legislation); gives information to the public about policies; represents government at meetings and conferences.
