Independent judiciary: interprets laws without interference, protects rights and checks other arms.
The military: defends the country and constitution under civilian control and stays out of politics.
Political parties: offer candidates and programmes, give voters choice, form government and opposition.
Civil society organisations: educate citizens, defend rights and monitor government.
Free press: informs the public and exposes abuse of power.
(b) Any three: political office brings wealth and control of resources (politics seen as business); weak institutions and immunity; ethnic and religious rivalry; poverty and unemployment make office attractive; 'winner takes all' politics; godfatherism.
