Model answer

(a) Every person should be subject to the governing authorities, for there is no authority except from God (Romans 13:1).
Resisting the authorities is resisting what God has appointed and incurs judgement (Romans 13:2).
Rulers are not a terror to good conduct but to bad; do what is good and receive approval (Romans 13:3).
The ruler is God's servant for your good, bearing the sword to punish wrongdoers (Romans 13:4).
Be subject also for conscience' sake (Romans 13:5).
Pay taxes, revenue, respect and honour to whom they are due (Romans 13:6-7).
Pray for kings and all in high positions (1 Timothy 2:1-2).
(b) Any three: obeying the law; paying taxes; voting and taking part in elections; respecting and praying for leaders; avoiding violence and corruption; reporting crime; protecting public property; community service.
