(a) Government at the grassroots level: a unit set up by law to run the affairs of a local area, with its own powers, functions and funds.
(b) Any four: to bring government nearer the people; to encourage grassroots participation in politics; to provide local services (markets, primary health, sanitation, roads); to train local leaders; to reduce the workload of higher governments; to mobilise local resources for development; to serve as a link between the people and higher governments; to protect local interests and identity.
