(a) Explain five factors which determine the span of control.
(b) Give five functions of the personnel department in a business establishment.

(a) Any five, explained: ability and experience of the manager; ability and training of the subordinates; nature of the work – simple, routine work allows a wide span, complex work a narrow one; how close together the subordinates are (geographical spread); the level of management – top managers have narrower spans; the amount of delegation; quality of communication and control techniques; time available to the manager for supervision.
(b) Any five: recruitment and selection of staff; training and development; staff welfare (health, housing, canteen); keeping staff records; promotion, transfer, discipline and dismissal; wage and salary administration; industrial relations – dealing with trade unions and grievances; ensuring health and safety at work; manpower planning; retirement and pension matters.
