Model answer

(a) After the ascension the apostles returned to Jerusalem and devoted themselves to prayer (Acts 1:12-14).
About 120 believers gathered; Peter stood up (Acts 1:15).
He said the scripture had to be fulfilled concerning Judas, who guided those who arrested Jesus (Acts 1:16-17).
Judas bought a field with his reward, fell headlong and died; the field is called Akeldama (Acts 1:18-19).
Peter quoted, "His office let another take" (Acts 1:20).
The new apostle must have been with them from John's baptism to the ascension, to be a witness to the resurrection (Acts 1:21-22).
Two were put forward: Joseph called Barsabbas (Justus) and Matthias (Acts 1:23).
They prayed for the Lord to show His choice and cast lots; the lot fell on Matthias (Acts 1:24-26).
(b) Any three: candidates should be qualified and of good character; elections should be free and fair; seek God's guidance through prayer; follow rules agreed in advance; accept the result peacefully; avoid bribery and violence.

Explanation

Narrate Acts 1:12-26, then three guidelines.
